Mission

The mission of the Benton County Gang & Crime Prevention Initiative (BCGCP Initiative) is to reduce the incidence of gang-related and other crime in Benton County. This Initiative provides resources to support the program efforts of third-party partners that have the reduction of gang-related and other criminal activity as a primary goal. 


Monthly Invoices & Reports

Each month, programs submit invoices, supporting financial documents, and narrative reports. 

*Please note: Invoices are received from contractors after the completion of services, so monthly invoices and reports are typically posted the month following the date of service. Information is posted as soon as it is received by the County, but a delay is expected.



2025-2026 Gang & Crime Prevention Programs:


Support, Advocacy, & Resource Center (SARC) Engagement Specialist

The PSST funds a position that assists youth that have been victims of trafficking.  Currently, this role is filled by a part-time Juvenile staff member. SARC has agreed to have this position become part of their staff as a full-time position, still housed at Juvenile Justice Center, and provide services to youth that have been victims of sex trafficking. PSST funding supports staff costs, training, supplies and travel, and supervision of the position.

Budget: $140,000 (two-year budget)

 

Boys & Girls Club Kennewick Clubhouse

The Boys & Girls Club Kennewick Clubhouse is located in the middle of a neighborhood that is facing many challenges, serving low-income, at-risk students within walking distance of Park Middle School, Kennewick High School, and Amistad Elementary School. PSST funding supports resources for staff, supplies, training, youth programs, and furniture to serve the students that attend the club.

Budget: $400,000 (two-year budget)


Boys & Girls Club Prosser Clubhouse

PSST funding continues to support the Boys & Girls Club Prosser Clubhouse, which has seen an increase in teen attendance in recent years, and provides support to low-income, at-risk youth throughout the Prosser community to increase youth graduation, academic performance, and attendance while reducing gang involvement or potential gang involvement. PSST funding supports resources for staff, supplies, training, youth programs, and other operational expenses to serve the Prosser Clubhouse.

Budget: $180,000 (two-year budget)


Safe Harbor Crisis Nursery-Safe Teen Shelter

Safe Harbor shall provide the first and only safe teen shelter and 24-hour drop-in center for homeless and at-risk teens, to provide short-term stays for youth in family conflict to prevent or intervene in cycles of child and/or parent abuse in the community. Homeless street youth in Benton County commit many crimes while attempting to meet their basic needs. When teens are without food, clothing, housing, and guidance they may resort to trespassing, theft, burglary, assault, drug use, and trade sex for tangible goods. Homeless youth are easily exploited and seek to find a safe place to belong. Often times, this need is met through gang affiliation. Every year, we provide shelter for several gang-affiliated street youths.

Budget: $350,000 (two-year budget)


Partners for Early Learning Building Resilience Through Family Support

This program provides home visitor support to high-risk families with young children, ages birth-five years, in high-poverty areas within the Richland School District. This program focuses on preventing gang and crime by using research-based principles to build resilience within the family, mitigate toxic stress, promote school readiness, and connect families to community resources. PSST funding continues to support resources for staff, curriculum and supplies.

Budget: $275,000 (two-year budget)


Benton County Nurse Family Partnership (NFP)

The Benton County Nurse Family Partnership (NFP) is facilitated by the Benton-Franklin Health District. The program introduces first-time parents to public health nurses, who deliver the support to new parents to have a healthy pregnancy, become knowledgeable, responsible parents, and provide their children with the best possible start in life. NFP has been recognized by a number of groups including the Office of Juvenile Justice & Delinquency Prevention (OJJDP) as an Exemplary Model Program.  PSST funding supports resources for Public Health Nurses, Social Workers, supplies, travel, and training for the Benton County Nurse Family Partnership.
