Benton County is implementing a new permitting system, EPL (Enterprise Permitting and Licensing), for the Building, Planning, and Public Works Departments. These departments do not accept payments through the Citizen Self‑Service (CSS) Portal, and payment processing through CSS will not be available in the future.
All permit and plan review payments must be made through our external payment vendor, Point & Pay.
When an invoice is created in EPL, the permit or plan contact will receive an email notification from the issuing department. This email will include:
- The invoice number
- The total amount due
- A department‑specific Point & Pay link
Please note that each department uses its own unique payment link. To ensure that your payment is applied correctly, you must use the Point & Pay link provided in the email from the department issuing the invoice. Using a link from a different department (for example, using a Planning link to pay a Public Works invoice) may result in delays or misapplied payments.
You will receive a separate invoice and payment link from each department involved in your permit or plan.
