1. Generally.  No juvenile offender or alleged juvenile offender will be released from court-ordered detention unless a written Order to that effect has been approved by the parties and signed by a Court Commissioner or Superior Court Judge.
  2. Procedure.  The Juvenile Court detention staff, probation counselors and Prosecuting Attorneys will establish written procedures to be followed.  Such procedures will be subject to review by the judges.
