RCW 36.81.121 requires that the legislative body of each county, pursuant to one or more public hearings thereon, shall prepare and adopt a comprehensive transportation program for the ensuing six calendar years. The Six-Year Transportation Improvement Program (TIP) is a planning & budgeting project array based upon the adopted budget and consistent with the county’s Annual Construction Program.
An adopted TIP is effective upon the first date of the program period, superseding the previously adopted TIP.

Individual agency TIPs are assembled on an annual basis at the Metropolitan Planning Organization (MPO) and Regional Transportation Planning Organization (RTPO) level before being ascended to WSDOT for inclusion within the Statewide Transportation Improvement Program (STIP). The Benton-Franklin Council of Governments is the designated MPO/RTPO for all jurisdictions within Benton County.

Prior to Dec 31st of each year, counties are required to submit their Annual Construction Plans to the County Road Administration Board (CRAB), who provides accountability and assistance to counties while administering funding programs.
